A delegation of more than 10 EBA member representatives attended the World Business Summit on Climate Change in Copenhagen on 24 to 26 May, hosted by the Copenhagen Climate Council. "The Copenhagen Call," a powerful and concise statement that sets out the elements business believes are required to forge an effective new global climate treaty explains that a new global climate treaty must set bold targets for emissions reductions by 2020 and 2050, limiting the global average rise in temperature to a maximum of 2C compared to pre-industrial levels. This requires immediate and substantial action leading to an abatement of around 17Gt versus business-as-usual by 2020. Emissions reduction at this scale will profoundly affect business but the "Call" states that business leaders stand ready to make those changes and support ambitious political decisions that support economic recovery and safeguard the planet.

"The ambition of the Copenhagen Call shows that business need not be a conservative voice on climate change. Many of the businesses represented at this significant event in the lead up to COP15 want brave decisions that will tackle this most wicked of problems," says Tim Flannery, Chair of the Copenhagen Climate Council.

Presented to the Danish Prime Minister, Lars Lokke Rasmussen, and Yvo de Boer, the Executive Secretary of the UNFCCC, the Copenhagen Call will be taken forward by them in to the last six months of negotiations before the UN Climate Change Conference (COP15) in December.

"Economic recovery and urgent action to tackle climate change are complementary - boosting the economy and jobs through investment in the new infrastructure needed to reduce emissions," the Call further states. Erik Rasmussen, Founder of the Copenhagen Climate Council, explains: "Reducing the emissions that until now have been so linked to our economic growth and betterment will be an enormous, unprecedented global challenge but will also provide significant opportunities for sustainable growth, green jobs, development and innovation."

In order to set a firm foundation for a sustainable economic future it is imperative that the following six steps are implemented:

  • Agreement on a science-based greenhouse gas stabilization path with 2020 and 2050 emissions reduction targets that will achieve it;
  • Effective measurement, reporting and verification of emissions performance by business;
  • Incentives for a dramatic increase in financing low emissions technologies;
  • Deployment of existing low-emissions technologies and the development of new ones;
  • Funds to make communities more resilient and able to adapt to the effects of climate change, and
  • Means to finance forest protection.
Presented by the Copenhagen Climate Council, the Copenhagen Call was informed by discussion with the World Business Council on Sustainable Development; 3C; the World Economic Forum; the UN Global Compact and The Climate Group, and deliberations among participants at the World Business Summit on Climate Change May 24-26 2009.

SITA wins BCC Waste and Recycling Collection Service
SITA Environmental Solutions has been awarded the 8 year waste and recycling collection service by Brisbane City Council in a landmark decision which reflects over 14 years of excellent service to the people of Brisbane. The Lord Mayor Campbell Newman announced that SITA Environmental Solutions was the successful tenderer for the Council's 8 year, $210 million, waste collection contract. "At over $25 million per year this is the largest collection contract in Australia and one we are proud to win. It was a very competitive process and I thank the Council staff and Councillors for their confidence in the SITA team" said Eric Gernath, the Managing Director of SITA Environmental Solutions.

SAWT facility takes first loads
28 May 2009. SITA Environmental Solutions' Advanced Waste Treatment (SAWT) plant at Elizabeth Drive, Kemps Creek has taken the first loads of waste. The new plant has a capacity to process 134,000 tonnes of waste annually. This week, the facility took delivery of the first 128 tonnes of waste. Of the waste stream entering the plant, up to 78 percent will be diverted from landfill, dramatically changing the carbon footprint of Liverpool and Penrith residents, as materials are recovered and recycled for beneficial reuse. Liverpool City Council reports that the SAWT plant will lift the percentage of the overall household waste recycling rate from 16 percent to more than 80 percent.

Australia: $4.5 billion Clean Energy Budget
The 2009-10 Budget contains a $4.5 billion Clean Energy initiative to be delivered through the Department of Resources, Energy and Tourism. This represents an investment of $3.5 billion in new money by the Australian Government in clean energy in this Budget. The Budget also contains $14.9 million over three years for the Australian Trade Commission to implement a Clean Energy Trade and Investment Strategy. The Budget includes $100 million for a smart grid energy network as part of a suite of Energy Efficiency measures. As part of the Clean Energy Initiative, the Government is establishing a new body, Renewables Australia, with an overall investment of $465 million, to support leading-edge technology research, development and demonstration projects. It will help bring renewable technologies to market at acceptable cost, advise Governments and the community on the implementation of renewable energies, and support growth in skills and capacity for domestic and international markets.

Also under the Clean Energy Initiative, the Government will invest $1.5 billion in large-scale solar power generation projects under the Solar Flagships Program. The Solar Flagships Program will set a target to create an additional 1000 megawatts of solar power generation capacity in Australia. This is three times the size of the largest solar energy project currently operating anywhere in the world. The program will help position Australia to be a world leader in solar power generation capacity. It will support four power generation projects that demonstrate both solar thermal and solar photovoltaic technologies with capacity equal to or greater than a current coal-fired power station.

The third element of the Clean Energy Initiative is the Carbon Capture and Storage (CCS) Flagships Program. The Government will invest $2 billion in industrial-scale carbon capture and storage projects to complement the Government's National Low Emissions Coal Initiative and Global Carbon Capture and Storage Initiative. Through the CCS Flagships Program, the Government will ensure Australia continues to be a world leader in the development of this technology by supporting the demonstration of large industrial-scale projects in Australia. The program will support the demonstration of two to four large industrial-scale projects in Australia, which may include a carbon dioxide storage hub.

National Greenhouse and Energy Reporting Act 2007
The NGER Act obliges corporations that meet certain thresholds to report greenhouse gas emissions, energy production and energy consumption. Corporations that meet the thresholds in 2008-09 are required to register with the NGER Act regulator by 31 August 2009 and to report their emissions and energy information by 31 October 2009. Nominations open for 10th Green Globe Awards
Small and large organisations within the public, not-for-profit and private sectors committed to environmental excellence in NSW are being encouraged to make a nomination for the 2009 Green Globe Awards. The Department of Environment and Climate Change NSW (DECC) is calling on nominations from individuals and organisations who can demonstrate significant achievements in the sustainable use of natural resources in NSW and leadership in tackling climate change. Nominations for the NSW Government's leading environmental awards are open until 5:00pm (EST) on Thursday 11 June 2009. Winners will be announced at an invitation only gala ceremony hosted by the Minister for Climate Change and the Environment, the Hon. Carmel Tebbutt MP, at NSW Parliament House on Tuesday 28 July 2009.

$29.5m in grants to cut office emissions
20 May 2009. The Rudd Government announced 89 projects totalling $29.5 million from the first two rounds of its Green Building Fund program - to help commercial office buildings reduce their energy consumption and greenhouse gas emissions. "We predict that these projects will cut greenhouse gas emissions by almost 65,000 tonnes every year," said Innovation Minister, Senator Kim Carr. "Not only is this great news for the environment, it is great news for the economy because these grants will support a total investment of $96.8 million to retro-fit the buildings. Murray-Darling 'loses 400 Sydney Harbours'
www.abc.net/am. A new study shows drought has stripped the equivalent of 400 Sydney Harbours worth of water out of the Murray-Darling Basin. Using data from specialised climate satellites, a group of scientists have found the basin has lost 200 cubic kilometres of water over the past eight years. One of the key researchers, geophysicist Dr Paul Tregonning from the Australian National University, says his team used observations from the Grace satellite mission, which is two satellites orbiting the Earth at about 450 kilometres altitude. "We've applied this to a study of the drought in the Murray-Darling Basin, from which we have actually measured that since the beginning of the drought in 2001 there's been a loss of about 200,000 gigalitres of water across the entire basin," he said.

Legacy Emissions removed from landfill
Mr Greg Combet, Parliamentary Secretary for Climate Change announced the Federal Government has removed Legacy Emissions caused by waste landfills from the Carbon Pollution Reduction Scheme (CPRS). The removal of Legacy Waste Emissions from the Scheme has been widely supported by the landfill industry members and in particular, SITA. Managing Director of SITA Environmental Solutions, Mr Eric Gernath said, "This is a fair decision which reflects the common sense view that current waste generators should not have to pay CPRS permit costs for disposal activities of the past." "This decision brings the waste sector into line with all other covered sectors," said Mr Gernath

Alice Solar City Consortium
The Alice Solar City Consortium is seeking proposals from solar technology providers to develop iconic projects at Ilparpa (south of Alice Springs) and the Alice Springs Airport. Solar technology providers are invited to submit proposals for the projects by Monday 8th June. "The Alice Solar City Consortium is working closely with Alice Springs based renewable energy specialists, CAT Projects, to investigate technology providers capable of constructing a large scale solar power station", says Brian Elmer, Alice Solar City General Manager. "Part of the suite of large scale iconic projects for Alice Solar City, the solar power station at Ilparpa will be approximately 1 megawatt in size."

Nation must take account of 'hidden costs' to optimise clean energy efforts
The Australian Academy of Technological Sciences and Engineering (ATSE) is an independent body of 780 eminent Australian engineers and scientists which promotes technology, science and engineering for a better Australia. Australia needs to take account of all costs associated with alternate power sources as its moves to constrain carbon dioxide (CO2) and other missions in pursuit of climate change mitigation policies. Greater focus on the hidden costs (or externalities) of electricity generation, preferably quantified in monetary terms, will help Australia to gain maximum social and environmental benefit from the portfolio of electricity generating technologies it will use for meeting emission reduction targets.

Liquefied Natural Gas could become a reality for heavy vehicle transport in Victoria
27 May 2009, More than 120 heavy vehicles in south-west Victoria may soon be running on Liquefied Natural Gas as part of a state-first $150 million project. The proposal would bring together industrial gas company BOC, the South West Sustainability Partnership and regional transport companies to establish Victoria's first micro LNG plant. Up to six refuelling stations would be built across the region to establish a commercial pipeline-to-truck fuel supply for heavy vehicle transport. BOC is a member of The Linde Group which supplies compressed and bulk gases, chemicals and equipment around the globe. The company develops safe, sustainable and innovative solutions for customers in many specialty sectors, heavy industry and medical environments. Green purchasing means green jobs
Outdated government procurement polices are stalling opportunities to stimulate the growth of green jobs and protect Australia's environment, a major report released by the Total Environment Centre (TEC) said. TEC Director Mr Jeff Angel said that Commonwealth, State and Territory Governments have a major role to play in encouraging and stimulating the emerging green economy. "By using their massive purchasing power and choosing more environmentally friendly goods and services they can drive change toward more sustainable production methods and the use of recycled materials," he said. First Solar to Supply Modules for Australia's Largest Solar PV Installation
Project at Adelaide Showground will highlight advanced photovoltaic technology. First Solar, Inc. (Nasdaq: FSLR) announced that it will supply photovoltaic (PV) modules to Solar Shop Australia, Pty Ltd., (Solar Shop) for a 1 megawatt (MW) DC rooftop project. The solar power system, installed on six separate buildings at the Adelaide Showground in South Australia, will be the largest PV installation in the country. The rooftop system is being commissioned by the Royal Agricultural and Horticultural Society of South Australia. First Solar is the world's largest manufacturer of thin film solar modules. Corporate Responsibility Index (CRI) Awards
Senator Nick Sherry, Minister for Superannuation and Corporate Law, presented the Corporate Responsibility Index (CRI) Awards at the 10th National Business Leaders Forum on Sustainable Development at Parliament House in Canberra. The winners were EnergyAustralia (Best Performance), Sensis (Best New Entrant) and the Australian Broadcasting Corporation (Best Progress). Overall, the top five companies in order of performance were EnergyAustralia, Boral Ltd, Minter Ellison Lawyers, ANZ and Foster's Group Ltd. The CRI is a strategic management tool designed by business for business, ensuring a systematic approach to managing, measuring and reporting the various impacts that companies have on society and the environment.

Rajendra K. Pachauri, IPCC new Board Chairman of IRI
Mr Pachauri, who shared the 2007 Nobel Peace Prize with former U.S. Vice President Al Gore, has agreed to serve as the next board chairman of the International Research Institute for Climate and Society. "I think there's so much that the IRI can do. Climate change gives us an opportunity to reengage with rest of world and the IRI is uniquely placed to do that," Pachauri said during IRI's most recent board meeting, the first in which he served as chairman. Mayor promotes London's low carbon economy opportunities to world city leaders
The Mayor of London, Boris Johnson, travelled to Seoul, South Korea to promote the capital's plans to create a low carbon economy and stimulate tens of thousands of new jobs. The Mayor attended the C40 Climate Summit addressing Mayors and senior representatives of leading world cities focusing on promoting London's plans to slash carbon emissions by 60 per cent by 2025. The Mayor plans to exchange ideas to tackle climate change and to generate ‘green collar' jobs supporting the capital's economy during the downturn and preparing it for a strong future when economic recovery arrives. A recent study for the Mayor's office by Ernst and Young showed that the Mayor's plans to cut energy and tackle climate change could bring 10-15,000 jobs and contribute £600m a year to the capital's economy by 2025. www.london.gov.uk and www.twitter.com/mayoroflondon

Improved climate change projections for SE Asia
27 May 2009. Detailed climate change projections for Indonesia, Vietnam and the Philippines are being developed at a workshop in Melbourne involving climate scientists from all three countries. The workshop is part of a year-long project being carried out by the CSIRO Climate Adaptation National Research Flagship and the Indonesian Bureau of Meteorology (BMKG).

The scientists are using climate models developed by CSIRO to convert broad-scale climate change projections for south-east Asia into local-scale regional projections.

China and India key to post-Kyoto agreement
India and China have told the United Nations a climate change agreement that slows down their economic growth and locks them into poverty is unacceptable to them. They claim to have made ambitious domestic actions to combat climate change but want to draw the line at anything that would upset their economic growth strategies, says this report. The UN says that India and China are "participating very constructively in these negotiations, while at the same time pointing out that their overriding concern is economic growth and poverty eradication and that any climate change agreement that's adopted in Copenhagen must be in line with that dual role". But the reality is that there is a stand-off between those who want to count emissions by country (making China and India big contributors) and those pointing to per capita emissions (which paints a very different story). China will implement climate change strategies out of self-interest and has already begun to tackle the impact of climate change in the areas of food and water security. But the bottom line is equity. With Chinese and Indian per-capita emissions well below the global average just why should they have to cut their emissions as much as greedy energy guzzlers in America, Europe and Australia? China is already the leading investor worldwide into renewable sources of energy.

PNG advisory panel on global warming

In a significant move for Australia's international climate change plans, Papua New Guinea is set to recruit some of the world's most respected economists to an advisory panel on global warming. The recruits include Sir Nicholas Stern, Jeffrey Sachs and Joseph Stiglitz. In confidential cabinet documents obtained by The Age and signed by Papua New Guinea President Sir Michael Somare, Columbia University economist Kevin Conrad is charged with recruiting the economic heavy hitters. The appointments are regarded as the first step in preparing PNG to sell forestry carbon credits to high-emitting Western nations, such as Australia, to offset their emissions, in an international carbon agreement. Australian environmentalist Tim Flannery, whose early scientific work focused on mammals in PNG, has also been named in the documents as a key member of the international advisory committee. Mr Flannery told The Age that while he had not yet been approached, he felt "a great debt" to the Pacific nation.

UK Smart Meter roll out moves forward
11 May 2009. Department of Energy and Climate Change. All homes in Britain will have smart meters installed by 2020 under plans published today. Great Britain will be the first country in the world to have an overhaul of this size for both electricity and gas meters. Smart meters enable meter readings to be taken remotely and together with a display device give householders real time information on their energy use. The new information smart meters provide will help consumers to see what energy they are using and how to save money on their bills. The consultation is open to the public will run to 24 July 2009. Further information on how to take part can be found at www.decc.gov.uk/en/content/cms/consultations/smart_metering/smart_metering.aspx Based on our Consultation Impact Assessment, rolling out smart meters to all households will deliver net benefits of between £2.5 billion and £3.6 billion over the next 20 years. These benefits fall to suppliers, to customers and to the country as a whole.

State of the Voluntary Carbon Markets 2009
The report, a joint project between Ecosystem Marketplace and New Carbon Finance, is now available to download from www.EcosystemMarketplace.com The voluntary carbon markets nearly doubled in size and more than doubled in value between 2007 and 2008, from 65 million tonnes of credits traded worth US$331 million in 2007 to 123 million tonnes worth $705 million in 2008. While the OTC market grew by 26% between 2007 and 2008, most of the markets' 2008 volume growth was due to trading volume the Chicago Climate Exchange (CCX)-- a clear break from the trend in past years, when the OTC drove most of voluntary market growth. Trading volume on the CCX more than tripled between 2007 and 2008.

Chatham House
The Energy, Environment and Development Programme (EEDP) has recently released a paper entitled "Trade, Competitiveness and Carbon Leakage: Challenges and Opportunities", by Julia Reinaud (ClimateWorks Foundation). Following the Kyoto Protocol, some countries have introduced (or are planning to introduce) a cap-and-trade system to curb carbon dioxide emissions from power generation and large industry. In most of the rest of the world, especially emerging economies, such a broad carbon cost is not imminent, and they therefore benefit from a distortion of competition. Voluntary Carbon Standard Association - two full time vacancies
The AFOLU Program Coordinator, for the Agriculture, Forestry and Other Land Use (AFOLU) sectors, will be responsible for managing all AFOLU activities under the VCS Program and will work closely with the AFOLU Steering Committee. The second position is a Program Officer who will work on the day-to-day operational aspects of the program, as well as the broader development of the VCS. Both jobs will be based in the VCS Association office in Washington, DC and applicants must be eligible to work in the US. Redd Forests Pty Ltd
Redd Forests Pty Ltd was incorporated in December 2008 as a "profit for purpose" business designed to apply commercially viable methodologies to replace activities that degrade or destroy the world's forests. Recognising the value in native forests by using them to store CO2 is a practical and meaningful way of combating the effects of climate change. Redd Forests seeks to acquire the logging and carbon sequestration rights from landowners (including Governments) of native and old growth forests which are under threat from rapacious logging or conversion to monoculture plantations. We calculate the carbon value of these forests both as standing stock as well as their future carbon sequestration potential and then seek to finance that carbon value in the international carbon market either through bonds or carbon credits. Where this value exceeds the income potential from traditional forestry activities we believe it is logical that landowners will turn to protecting their land rather than degrading it. As carbon increases in value as a commodity it naturally follows that protecting these forests will become more financially viable than degrading them leaving logging and the extraction of wood products to existing plantations and plantations grown on already degraded land.
